Zaman al-Wasl has obtained exclusively documents outlining the opposition demands for participation at the Geneva II conference.
The demands were delivered by leader of the Syrian National coalition to Ahmad Jarba, to the foreign ministers from Arab League member states and will be announced at a meeting later Tuesday.
The demands include:
1. Allow relief convoys to cross borders to the besieged areas of Syria, especially Mouadamiya and Ghouta in Damascus suburbs.
2. Allow and facilitate the work of the World Health Organization in areas of disease and epidemics, allow vaccination campaigns for children.
3. Release all detainees, abducted women and children. Clarify the fate of missing persons and stop the arrests and torture.
4. Stop the indiscriminate shelling of civilian areas using warplanes and missiles, cluster bombs and explosive barrels.
The Coalition said also that for serious and successful negotiations, it requires the following:
1. Bashar Assad cannot have any role in the transitional period.
2. Clear commitment by the Secretary General of the United Nations and the co-sponsors and all interested parties to achieve full implimenation of the Geneva statement of 30 June 2012, according to U.N. Security Council Resolution 2118.
3. Regime must acceptance that the conference's main objective is a transfer of power to a transitional ruling body with full powers and authorities, including the presidential powers under the Constitution's Chapter II on "Executive Authority" including (1) The President of the Republic and (2) The Council of Ministers, which includes military, security, police and intelligence.
4. Adopt the Geneva Declaration issued on 30 June, 2012, which confirms that the Transitional Government is the only source of legitimacy and law, and any elections should be organized by the transitional government.
5. Exclude all regime officials involved in war crimes, and turn them over to judicial authorities for trial.
6.Withdrawal of Iranian Revolutionary Guard, Hezbollah, Abu Al-Fadhel Al-Abbas and all other militiamen from Syrian territory.
7. The Geneva resolutions should be binding and enforceable by the U.N. Security Council.
8. A specific timeframe of no later than the first quarter of 2014 to form the transitional government authority with full powers.
9. The Coalition is responsible for the choice of representatives at Geneva II, drawn from the Syrian opposition.
