Parts of the northern Hama countryside and the southern Idleb countryside have seen heavy bombardments and military operations by the Syrian regime, backed by Russia, since last April under the pretext of fighting “terrorists.”

However, international human rights groups, including the United Nations, as well as the Civil Defense organization, have documented the deaths of civilians following strikes on civilian centers, including hospitals, schools and markets.

These areas are included in the “de-escalation” agreement signed between Turkey and Russia in Sochi in 2018, and the Syrian Network for Human Rights considers this to be an undoubtable breach, especially in light of civilian casualties.

The network called on the Security Council to move to stop the violations being committed against civilians in northwest Syria and to hold those responsible to account. It also called for the Syrian issue to be transferred to the International Criminal Court.

Two-thirds of the members of the Security Council called on the United Nations to open an investigation, headed by the United Nations, into Russia and the Syrian regime’s strikes on hospitals and medical facilities in Idleb.
