Dr. Mohammad Youssef al-Hussein was Sworn in as Head of Council of State by President al-Assad.
Later, President al-Assad met Dr. al-Hussein and provided him with his directives, wishing him success in his mission.
Dr. al-Hussein was born in Hama in 1954. He holds a PhD in Administrative Law from France.
Dr. al-Hussein occupied the posts of Assistant Minister of Social Affairs and Labor, Dean of the Faculty of Law and the Higher Institute for Administrative Development. He is the author of several books and researches in law.
Al-Hussein is married and is a father of six daughters.
In a statement to SANA, al-Hussein affirmed the need to develop the Council's work, activate its role as a judicial establishment, and boost the culture of administrative judiciary.

Background
The Council of State is a judicial body that is appointed by the President to look into cases where the government (is the state) is a party. The former President of the Council of State Amer al-Khatib was arrested for over a year; no charges were made officially to him. Appointing a new head of the Council comes to give the impression that the state agencies are working properly and that President Assad is in full control of the situation.
