U.N. Under-Secretary-General for Humanitarian Affairs Valerie Amos says about seven million Syrians need urgent humanitarian assistance, including two million refugees outside Syrian borders.
She said more than four million people have been displaced inside the country.
Addressing the United Nations, Amos said the U.N. needs more $4 billion to provide this emergency aid in 2013. So far, she said, the organization has not received more than $2 billion.
Amos said that International organizations are encountering problems delivering aid to people in extreme need, also referring to problems related to access to those in need, which require regime approval but that this has been frequently rejected.
